Since 1938
1969
Dr. Warren A. Kramer Begins Leadership
Dr. Warren A. Kramer began serving as secretary-treasurer of the Association in 1938. His leadership helped establish the Association’s early structure and emphasized the importance of education and professional standards for water and wastewater operators.
Dr. Kramer served in this role until his passing in 1969, laying the foundation for decades of operator-focused training.
1970 – 1991
A Trusted Transition
Before his death, Dr. Kramer asked his friend Robert S. Miller to assume the secretary-treasurer role. This transition ensured continuity and stability during a pivotal time in the Association’s development.
1991 – 2000
Volunteer Growth Under Robert S. Miller
Robert (Bob) S. Miller volunteered as secretary-treasurer of the Missouri Water and Sewerage Conference from 1970 to 1991. During this period, the Association continued expanding its training efforts and strengthening its statewide presence.
Bob’s leadership emphasized service, volunteerism, and consistent support for Missouri operators.
1992 – 2012
Executive Secretary Era
From 1991 until his retirement at the end of 2000, Bob Miller served as Executive Secretary of the Missouri Water and Wastewater Association.
During this time:
- Grace Miller assisted with Association operations
- Sandi Miller joined as a part-time office assistant
Bob later served as a Board Member Emeritus until his passing on March 16, 2016.
2012 – Present
Operational Growth & Stability
Sandi Miller served the Association in multiple roles over two decades:
- Office Assistant (1992–1995)
- Office Manager (1995–1999)
- Coordinator (2000–2010)
- Director (2011)
This period marked steady organizational growth, improved coordination, and increased statewide engagement.
2025
Modern Association Leadership
In 2012, Sandi Miller was appointed Executive Director. Under her leadership, MWWA continued expanding training programs, conferences, and support for Missouri’s water and wastewater professionals.
Her tenure strengthened the Association’s role as a trusted statewide education provider.
2026
Strategic Transition Approved
In 2025, the MWWA Board voted to contract with The 109 Group to manage all elements of the Association upon Sandi Miller’s planned retirement in April 2026.
This decision was made to support long-term sustainability and continued growth.
Present
The Next Chapter Begins
Beginning in April 2026, Derek Leffert, Managing Principal and CEO of The 109 Group, will officially assume the role of Executive Director.
This transition marks a new chapter for MWWA as it looks ahead to the future while preserving its core mission of operator education and professional support.
Continuing the Mission
From its early volunteer leadership to its modern statewide operations, MWWA has remained committed to providing accessible, high-quality training for Missouri’s water and wastewater workforce.
The Association’s history reflects a consistent dedication to education, collaboration, and service — values that continue to guide MWWA into its next century.
